The victim dropped off his girlfriend and was walking back when he again encountered the man on the bicycle, Landa said.
A confrontation ensued and the cyclist shot the victim, Landa said. The victim staggered into the post office where employees called 911.
The victim was taken to a nearby hospital in stable condition. Landa said he was being uncooperative in the investigation and provided no description of the suspect other than he was a black male.
