The body was found a short time later in the 5500 block of Collins Avenue, Carroll said. The FWC later identified the victim as 48-year-old Ramon Uloa Rodriguez, the captain and owner of the boat.
Rodriguez suffered injuries to his left leg and the cause of death is believed to be drowning, the FWC said.
Carroll said the three survivors were shaken up and were being evaluated by paramedics but were expected to be fine.
They have been identified as Alain Blanc, 37, Oriol Chil, 42, and Michael Morejon, 32.
The FWC is investigating what caused the 23-foot boat to capsize, the Coast Guard said.
