Operation "As the Pill Turns" was an 18-month joint investigation by the DEA and Broward Sheriff's Office.
The doctor and medical director of Intracoastal Medical Groups is one of seven people charged with running a pill mill.
He had no comment as agents escorted him out of the clinic to take him to the federal courthouse in Fort Lauderdale.
The website for Intracoastal Medical advertises "on site dispensing."
While undercover agents took away boxes of evidence, a patient got an unexpected greeting at the door and left empty handed. He would not talk to NBC 6 on camera, but said he's a "good doctor" before driving off.
Todd Campbell owns a mortgage company next door to the clinic and says there have been issues for five years.
"There tends to be vagrants and people parking on my property," he said. "You can just tell the type of element and the type of people that seem to be drug users that are having a problem."
Campbell helped organize a rally in April 2011 to get this place and others shut down.
The 20-count indictment filed in federal court alleges that seven co-conspirators operated a pill mill primarily for large quantities of Oxycodone.
